Bay City Public Saftey Director RETIRES Amid Investigation of His Actions
Bay City Director of Public Safety Michael J. Cecchini announced his retirement after Michigan State Police sent its investigation of his alleged battery of a man to the Bay County prosecutor.
Speaking to one of his officers, Bay City Public Safety Director Michael J. Cecchini says he felt threatened by teens making noise near his apartment, causing him to call upon his training from “back in the day” and jab one of the teens in his chest with his Maglite flashlight.
Cecchini was put on administrative leave after being accused of battering a man with a flashlight on Sept. 17 at Ninth Street in front of Rivers Edge in Bay City. A YouTube video of the incident shows Cecchini hitting a man with a flashlight while saying the man was disturbing the peace. In the video, Cecchini also threatened to beat the man’s “a—” and take him to jail.
The incident allegedly resulted from three men squealing their scooter tires.
On Sept. 25, members of the Bay City Police Officers Association of Michigan, Bay City Command Officers Association of Michigan, and the International Association of Fire Fighters Local 116 stated in a news release that they condemn Cecchini’s recent actions.
The incident remains under investigation, and no charges have been filed against Cecchini.
The footage shows Cecchini standing near Travis Kram, 18, and Parker Wieland, 19. The three initially talk over each other as the responding officers ask what happened. The officers ask Cecchini to give his account first.
“Disturbing the peace, both of them, squealing their wheels at me,” he says, pointing at Kram and Wieland. “They come here, they hit the cone, they’re messing around here near this monument. It went on for about 5 minutes. I had enough. I’m upstairs. I said some bad words, alright? He challenged me to fight and dared me to come down, OK? I came down, he stood off on my me, and I did a pectoral jab with my flashlight.
“Two charges right here, in my opinion, but I’ll let you investigate,” he continues.
The officers separate Cecchini and the teens to speak with them.
Interviewed by one of his officers, Cecchini says he was watching the Michigan State University football game in his home when he heard screeching Bird Scooter tires and “hooting and hollering” for about five minutes.
Cecchini says he went onto his balcony to see what was going on and saw Kram intentionally drive his scooter into a barrel. He says he told the teens to leave.
“We exchanged some word that were not polite words,” he says. He says Kram threatened to assault him, which he did not take kindly to.
Cecchini says he went downstairs and confronted the teens.
“I’m uncomfortable and partly I put myself in that situation,” he says. “I felt that he was hostile towards me so I did how I was taught back in the day was a pectoral large muscle mass jab.”
