Salt Lake Police Release Bodycam of May 12 Officer-Involved Shooting Following High-Speed Pursuit
SALT LAKE CITY — The Salt Lake City Police Department has released body-worn camera footage from a dramatic officer-involved shooting that occurred late on May 12, 2025, following a vehicle pursuit and foot chase involving 18-year-old Carlos Felipe Ocampo-Flores.
According to police, the incident began shortly before 11 p.m. when officers attempted to stop a vehicle near 600 West and North Temple for speeding and driving without headlights. The driver, later identified as Ocampo-Flores, fled at a high rate of speed, reportedly using the right shoulder to pass other vehicles.
Near 60 South and 600 West, Ocampo-Flores allegedly drove through railroad crossing arms, lost control of the vehicle, and crashed into eight parked cars and a light pole. He abandoned the vehicle and fled on foot.
Officers searching the surrounding area located Ocampo-Flores near 100 South and 700 West. In the released video, an officer can be seen pursuing Ocampo-Flores while repeatedly ordering him to stop and not to reach into his waistband.
As the officer closed the distance, Ocampo-Flores appeared to raise one arm while keeping the other near his stomach. The officer stumbled and fell, briefly losing visual contact. When he regained his footing, Ocampo-Flores was seen standing nearby with his arm raised. Believing the suspect may have been armed and preparing to attack, the officer discharged his firearm, striking Ocampo-Flores.
After being shot, Ocampo-Flores fell to the ground but continued to act erratically. He repeatedly refused commands to show his hands and made verbal threats toward officers, stating, “I will get up. Back up,” and “I will shoot you.” At one point, he claimed his “people” were coming, despite no one else being present.
Officers maintained their weapons drawn while issuing repeated commands. One officer successfully deployed a Taser, allowing officers to move in and attempt to take Ocampo-Flores into custody. Despite continued resistance, a second Taser deployment enabled officers to secure him in handcuffs.
Ocampo-Flores was transported to a local hospital for treatment and later booked into the Salt Lake County Jail once medically cleared.
On May 20, prosecutors filed multiple charges against Ocampo-Flores, including:
- Failure to stop at the command of law enforcement (third-degree felony)
- Assault on a peace officer and fleeing on foot (class A misdemeanors)
- Nine counts of damaging property in the crash, reckless driving, drug possession, possession of drug paraphernalia, and interfering with police (class B misdemeanors)
Police have not confirmed whether Ocampo-Flores was armed during the incident. The Salt Lake County District Attorney’s Office is reviewing the case to determine whether the use of force was legally justified.
